The specific content of the business evaluation is as follows:
(1) Legality Assessment
This includes assessing whether the decision-making body, content, and procedures comply with relevant laws, regulations, policies, and mandatory standards. This involves checking whether the decision-making body has legal authority and operates within its scope, whether the content and procedures of the decision are in line with legal and policy requirements.(2) Reasonability Assessment
This includes evaluating whether the decision aligns with the laws of economic and social development and promotes comprehensive human development. It considers whether the new development concepts—innovation, coordination, green, openness, and shared prosperity—are followed. The assessment also checks whether both immediate and long-term interests, and overall versus specific interests, are balanced, whether the decision follows principles of openness, fairness, and justice, whether public order and good morals are respected, and whether the decision is human-centered. It also evaluates whether policy adjustments, the scope of interest mediation, and compensation, resettlement, and relief measures are reasonable, fair, and timely.(3) Feasibility Assessment
This assesses whether the decision is appropriate to the local economic and social development level, whether the necessary human, material, and financial resources are available for implementation, whether the decision and supporting measures have been scientifically and rigorously evaluated, and whether the timing and conditions for the decision are appropriate. It also considers whether the public's acceptance has been taken into account, whether the decision exceeds the capacity of the majority, whether it has public support, and whether it might result in negative comparisons between related industries or neighboring communities.(4) Controllability Assessment
This assesses whether the decision poses a public safety risk or could lead to mass incidents, large-scale collective petitions, illegal gatherings, extreme individual incidents, or significant public opinion events that might affect social stability. It also evaluates whether risks to social stability can be effectively prevented and managed, whether measures for preventing and resolving social conflicts and corresponding emergency response plans are in place, and whether public communication and media management are adequate. -
