Special Report:

 

Jiangsu BST Law Office held its 25th Anniversary Celebration and Corporate Legal Services Forum at The Lalu Nanjing on December 6, 2025. Under the theme "Holistic Strategy for Domestic and International Landscapes: Legal Services for Chinese-Style Modernization," the forum convened dignitaries and elites from the judiciary, legal academia, and the business community. Focusing on the macro-judgment of China's socio-economic development environment during the 15th Five-Year Plan period, the event analyzed the ecology and trends of legal services, fostering a dialogue on strategies and methodologies to deliver high-quality legal support for high-level opening-up, the construction of a modern industrial system, and the expansion of domestic demand. Party Building Work:

 

The Intellectual Property Practice Group of BST Law Office, in collaboration with its First Party Branch, hosted a specialized training and seminar on "Data Intellectual Property & Government Legal Advisory Services" on December 31, 2025 in Nanjing. Under the innovative model of "Party-Building + Professional Practice," the event featured a keynote address by a representative public interest lawyer from the Jiangsu Provincial Intellectual Property Office and was attended by representatives from the Hong Kong Trade Development Council, partner lawyers, legal practitioners, members of the IP Committee, and government legal advisory units.

 

The keynote speech, titled"Constructing a Rights Framework for Data Intellectual Property: Perspectives from Jiangsu's Pilot Practices," provided a systematic analysis of the pathways for establishing rights rules for data as a new production factor. Drawing on Jiangsu's rich experience as a local pilot site, the speaker detailed the province's leading achievements in formulating data IP registration management measures, innovating a dual-track review model, building a registration platform, and establishing judicial coordination mechanisms. The session also included case studies on the application of data IP in pledge financing, licensing transactions, and securitization.

 

During the seminar, participants engaged in in-depth discussions on practical issues such as the legal validity of data IP registration, the role of government legal counsel in fairness competition reviews, and balancing data compliance with circulation. Attendees agreed that, against the backdrop of rapid digital economic development and stricter administrative law requirements, lawyers must proactively study emerging fields like data IP to provide forward-looking, high-level legal services. Public Interest Legal Popularization:

 

In early December, to commemorate the 12th National Constitution Day, the Chunlei Public Interest Legal Service Studio of Jiangsu BST Law Office, supported by the Yinfa Studio and collaborating with the Huimin Legal Aid Station for Minors, conducted a series of legal promotion activities. Centering on the theme of "studying, publicizing, and implementing Xi Jinping's thought on the rule of law," a team of public interest lawyers including Zhou Chunlei, Jiang Xu, Ma Rong, and Su Yi engaged in grassroots outreach to promote the Constitution and provide public legal consultations, fulfilling the requirements set by the Jiangsu Legal Aid Foundation and the Nanjing Lawyers Association.

 

On December 26, Wang Zhiyan, Deputy Director and Deputy Party Branch Secretary, attended the Symposium on Cooperation and Expert Appointments at the Jiangsu Women and Children's Rights Protection Center, representing the firm to renew the cooperation agreement; during the meeting, the center expressed gratitude to the firm and to Public Interest Lawyer Ma Rong for their long-term high-quality service, and Wang was appointed as a center expert, stating in her speech that the synergistic role of the whole society should be fully leveraged to integrate professional forces from law, education, psychology, and other fields, continuously advancing the professionalization, precision, and effectiveness of women and children's rights protection work in Jiangsu Province, and that the firm will continue to uphold its original mission, constantly improve its professional competence and service capabilities, and provide precise support for rights protection work with solid legal expertise. Honors and Achievements:


On December 9, Jiangsu Provincial Department of Justice issued a formal notice announcing the list of lawyers who passed the 2025 Senior Professional Technical Qualification Review. After rigorous evaluation by Jiangsu Provincial Lawyers' Senior Professional Qualification Review Committee, Dong Yuquan, Senior Partner of our firm, successfully passed the review and has been awarded the qualification of Second-Class Lawyer. To date, eleven lawyers from our firm have attained the distinction of First-Class or Second-Class Lawyer. Moving forward, the firm will continue to support the professional development and qualification advancement of its attorneys, constantly enhancing the quality of legal services to provide clients with superior and specialized legal support. On December 24, 2025, Nanjing, The Fourth Jinling Insolvency Practitioners Forum and Advanced Workshop, organized by the Nanjing Bankruptcy Administrators Association, was successfully held at the Jiangsu Hotel. Under the theme"Rescuing Distressed Enterprises in the Context of Enterprise Bankruptcy Law Amendment," the forum convened national experts, judicial practitioners, and industry elites. It featured an awards ceremony for outstanding academic papers and public interest donations.

 

The awarded papers by BST lawyers demonstrated a strong professional focus by integrating theoretical research with case analysis to address practical challenges:

 

* Yao Bin, Shi Wenjuan: Their paper,"On the Avoidance of Individual Repayments During Financial Crisis: A Case Study of Asset-Offset Settlements Involving Third-Party Financial Leasing Companies," analyzed the identification of "individual repayments" under Article 32 of the Enterprise Bankruptcy Law. By comparing foreign legislation, the paper proposed improvements to the boundaries of avoidance actions, earning the Second Prize.

* Yao Bin, Huang Liangjun: Their work,"Several Issues Regarding Cooperation Obligations in Enterprise Bankruptcy Liquidation," tackled practical difficulties such as defining liable parties and connecting legal liabilities. It proposed a coordination mechanism between bankruptcy and criminal procedures, receiving the Third Prize.

* Wu Wenjun: In his paper,"On the Legal Determination and Application of Tax Arrears Caps in Bankruptcy: A Perspective from a Tax Authority's Claim Dispute," he analyzed the conflict between the Tax Collection and Administration Law and the Administrative Compulsory Law, clarifying the principal cap rule for tax arrears in bankruptcy proceedings, earning the Third Prize.

* Li Feng, Huang Liangjun: Their paper,"Discussion on Subordinated Claims in Enterprise Bankruptcy Law," systematically analyzed the legislative necessity and scope of subordinated claims, proposing revision pathways based on international experiences (US, Germany, Japan), and was recognized as an Outstanding Paper.

* Zhang Weirang: His paper,"The Historical Evolution and Contemporary Value of Bankruptcy Culture: From Moral Punishment to Institutional Rationality," traced the social evolution of bankruptcy perception and proposed building a modern, rational bankruptcy culture, also recognized as an Outstanding Paper.

 

Additionally, the firm was honored with the "Significant Contribution Award for Donations (2018-2025)" by the Nanjing Jinling Bankruptcy Administrators Assistance Foundation, highlighting its commitment to social responsibility. These accolades reflect the industry's high recognition of the firm's expertise in bankruptcy and restructuring. In December 2025, Jiangsu BST Law Office has successfully secured the contract for drafting the government regulation "Measures for the Standardization of Administrative Inspections on Enterprises." Standardizing administrative inspections is a crucial step in optimizing the business environment, protecting corporate rights, and boosting market confidence. This legislative project follows the Implementation Plan for Strictly Standardizing Administrative Inspections on Enterprises issued by the Nanjing Municipal People's Government in May 2025. The upcoming local legislation aims to further regulate administrative actions by reiterating and refining inspection requirements, marking a significant advancement for the city's legal framework. On October 13, The Management Committee of Jiangsu BST Law Office convened its sixth meeting of the year to discuss and deploy year-end summary, evaluation, and commendation activities. The meeting also focused on establishing a Research Center for Legal Services concerning New Quality Productive Forces and reviewed a reward scheme for outstanding professional achievements. Fulfillment of Duties and Appointments:

 

On December 13, 2025, The founding ceremony for the Professional Committee on Policy and Law of the Jiangsu Intangible Cultural Heritage Protection Association was successfully held at our office, where the decision to establish the committee and the list of its leadership members were announced, followed by a ceremony and the issuance of appointment letters; Association President Zhu Bin emphasized that the establishment is a strategic move to advance the rule of law in ICH protection, urging the committee to serve as a "think tank" and a "bridge" to safeguard the sustainable development of Jiangsu's rich heritage, while newly elected Committee Director Zhou Lianyong stated that the committee aims to build a solid "legal shield" for Jiangsu's ICH and establish a platform for policy research and innovation that gathers collective wisdom to guide practice. On December 28, The Inaugural Conference and Annual Meeting of the Traffic Law Society of the Jiangsu Provincial Law Society was successfully held in Nanjing. At the event, the inaugural leadership was elected and the "Top Ten Traffic Law Cases in Jiangsu (2024–2025)" were released. Over 400 experts and representatives from universities, research institutions, judicial organs, administrative agencies, transportation enterprises, and law firms attended the conference. Thanks to its profound expertise and practical contributions in traffic law, several partners from our firm were elected to the first Council and Standing Council: Managing Partner Zhou Lianyong and part-time lawyer Xu Jun were elected as Standing Directors; Senior Partners Zhao Jieqiong, Xu Hao, Liu Jun, and Dong Yuquan were elected as Council Members. Team lawyers Yin Hao and Du Zhongwei also attended the meeting. To further implement the requirements of building a law-based government and enhance lawyers' professional capabilities in providing legal advisory services, the Lianyungang Lawyers Association hosted a specialized training session on December 14. Zhou Lianyong, Managing Partner of our firm, was invited to deliver a keynote lecture titled"Upgrading Government Legal Services: From 1.0 to 4.0 Strategic Empowerment and Team Management." He proposed that government legal services should evolve from the traditional "Tool-based 1.0" model to a "Strategic Empowerment 4.0" model. Drawing from practical experience, Zhou provided an in-depth analysis of the techniques and art of team management, sharing valuable insights on building talent pipelines and designing scientific incentive mechanisms to enhance team cohesion and effectiveness. Yuan Yang, Director of the Young Lawyers Training Committee, along with Deputy Director Hu Hui, Zhenjiang Office lawyer Deng Wanwan, and intern Aikebaijiang, were invited to Rui Tu Law Firm to attend the third session of its Young Lawyers Training Camp on December 14. On December 19, 2025 The 5th Nanjing Urban Governance Debate Invitational Tournament concluded successfully. At the invitation of the Nanjing Municipal Urban Management Bureau, a delegation from the Nanjing Lawyers Association, including BST partner Zhang Yichen, took to the stage to spar with the Municipal Urban Management System team. Centered on the motion "Is high-quality urban development primarily driven by enhancing government governance capabilities or by fostering social governance synergy?", the debate transcended a simple contest of victory, becoming a profound convergence of theory and practice, rules and empathy, thereby vividly interpreting the deep connotations of "governance" and "synergy." On December 22, 2025, Mr. Yang Juliu, of Lithuanian nationality, associate professor of Nanjing University, at the School of Chinese Studies, visited our office and held in-depth discussions with Managing Partner Zhou Lianyong. International Lawyer  Wei Wen and You Qian, along with assistant Geng Kun, participated in the reception. The meeting focused on strategies for expanding international legal services and the collaborative cultivation of high-level global legal talent. Both parties reached a significant consensus on strengthening resource sharing and deepening future cooperation, providing new insights and opportunities for our firm to further advance its international practice and talent development. In early December 2025, the "2025 Nanjing Legal Industry Badminton and Table Tennis Tournament," hosted by the Nanjing Lawyers Association and co-organized by its Special Committee on Cultural and Sports Development, came to a successful conclusion. Bu Tao, a Senior Partner at our firm, claimed the championship in the women's singles table tennis event, while lawyer Zhang Yichen won an excellence award in the men's singles badminton competition. On December 12, 2025, the Firm’s Women Lawyers Committee and the BST Runners Club jointly organized a hiking trip to Wuxiang Mountain. The trail wound through rugged terrain and wooded areas, where maple leaves danced like flames amidst the autumn forest and ginkgo trees paved a golden carpet underfoot.
